Bulgaria EPR — Waste Management Act. The regulatory authority is Ministry of Environment and Water, operating through the Recovery organizations system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Bulgaria market must register with a PRO and fulfill EPR obligations. Non-Bulgaria sellers must appoint an Authorized Representative.
Bulgaria has a competitive market for packaging recovery organizations. Producers must register with the MOEW (Ministry of Environment and Water) and either contract with a licensed recovery organization or fulfill obligations individually through the PUDOOS fund. Major recovery organizations include:
Registration: MOEW (Ministry of Environment and Water) — Executive Environment Agency
Reporting & Deadlines: Quarterly. Packaging data must be reported by material type and weight. Reports are submitted through Executive Environment Agency.
Maximum Fine: BGN 200,000 (~€100,000). Non-compliance with Bulgaria EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
Recovery organization contract required for all packaging importers
If you sell on Amazon, eBay, or other marketplaces and ship products to Bulgaria, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
