Ordinance on Packaging and Packaging Waste
Croatia EPR — Ordinance on Packaging and Packaging Waste. The regulatory authority is Fund for Environmental Protection, operating through the Environmental Protection Fund system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Croatia market must register with a PRO and fulfill EPR obligations. Non-Croatia sellers must appoint an Authorized Representative.
Croatia operates a centralized packaging EPR system through the Environmental Protection and Energy Efficiency Fund (FZOEU — Fond za zaštitu okoliša i energetsku učinkovitost). Producers pay packaging fees directly to the Fund. There are no competing PROs — the Fund manages all packaging waste obligations:
Registration: ROO register (Registar Obveznika Okoliša) — fzoeu.hr
Reporting & Deadlines: Annual by March 31. Packaging data must be reported by material type and weight. Reports are submitted through HAOP Register.
Maximum Fine: HRK 500,000 (~€66,000). Non-compliance with Croatia EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
Fund membership and packaging fee payment required
If you sell on Amazon, eBay, or other marketplaces and ship products to Croatia, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
