Finland EPR — Waste Act (646/2011), Packaging Decree. The regulatory authority is PIRKANMAA ELY Centre, operating through the Rinki system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Finland market must register with a PRO and fulfill EPR obligations. Non-Finland sellers must appoint an Authorized Representative.
Finland operates through Rinki (Finnish Packaging Recycling RINKI Ltd), the sole packaging recycling coordinator. Producers must register with Rinki, which coordinates recycling through material-specific PROs:

Reporting & Deadlines: Annual by February 28. Packaging data must be reported by material type and weight. Reports are submitted through Pirkanmaa ELY Centre.
Maximum Fine: €500,000. Non-compliance with Finland EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
Rinki membership required — AR mandatory for non-Finnish companies
If you sell on Amazon, eBay, or other marketplaces and ship products to Finland, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
