France EPR — Code de l'Environnement / Loi AGEC. The regulatory authority is ADEME, operating through the Citeo system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the France market must register with a PRO and fulfill EPR obligations. Non-France sellers must appoint an Authorized Representative.
Citeo is the sole approved éco-organisme for household packaging in France (formed from the merger of Eco-Emballages, Ecofolio, and Adelphe). All producers placing packaged products on the French market must register with SYDEREP and contract with Citeo:
Registration: syderep.ademe.fr — Unique Identifier Number (UIN) required
Reporting & Deadlines: Annual by March 31. Packaging data must be reported by material type and weight. Reports are submitted through SYDEREP.
Maximum Fine: €100,000. Non-compliance with France EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
French UIN (Unique Identification Number) required by Amazon
If you sell on Amazon, eBay, or other marketplaces and ship products to France, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
