Greece EPR — Law 4819/2021 on Waste. The regulatory authority is Hellenic Recycling Agency (EOAN), operating through the HERRCO system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Greece market must register with a PRO and fulfill EPR obligations. Non-Greece sellers must appoint an Authorized Representative.
HERRCO (Hellenic Recovery Recycling Corporation / ΕΕΑΑ — Ελληνική Εταιρεία Αξιοποίησης Ανακύκλωσης) is the sole approved collective alternative management system for packaging in Greece. All producers must register with HERRCO:
Registration: herrco.gr — National Registry (EOAN)
Reporting & Deadlines: Annual by March 31. Packaging data must be reported by material type and weight. Reports are submitted through EOAN Register.
Maximum Fine: €500,000. Non-compliance with Greece EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
HERRCO membership and annual declaration of packaging volumes required
If you sell on Amazon, eBay, or other marketplaces and ship products to Greece, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
