Iceland EPR — Act on Recycling Fees. The regulatory authority is Environment Agency of Iceland, operating through the Úrvinnslusjóður (Recycling Fund) system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Iceland market must register with a PRO and fulfill EPR obligations. Non-Iceland sellers must appoint an Authorized Representative.
Iceland operates through Úrvinnslusjóður (the Icelandic Recycling Fund), a state-run recycling fund. This is not a traditional PRO but a mandatory government fund — producers pay recycling fees directly to Úrvinnslusjóður. There are no competing PROs:

Reporting & Deadlines: Annual by February 1. Packaging data must be reported by material type and weight. Reports are submitted through Recycling Fund.
Maximum Fine: ISK 10,000,000 (~€65,000). Non-compliance with Iceland EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
Recycling levy payment for all packaging imported to Iceland
If you sell on Amazon, eBay, or other marketplaces and ship products to Iceland, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
