Latvia EPR — Packaging Law. The regulatory authority is State Environmental Service, operating through the Natural Resources Tax or PRO system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Latvia market must register with a PRO and fulfill EPR obligations. Non-Latvia sellers must appoint an Authorized Representative.
Latvia has a unique dual system: producers can either join a licensed compliance scheme (PRO) and receive an exemption from the Natural Resources Tax (NRT), or pay the NRT directly to the state. The dominant compliance scheme is Zaļais Punkts (Green Dot Latvia):
Registration: SRS (State Revenue Service) / VPVB (State Environmental Service)
Reporting & Deadlines: Quarterly. Packaging data must be reported by material type and weight. Reports are submitted through SRS Portal.
Maximum Fine: €14,000. Non-compliance with Latvia EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
Choose between Natural Resources Tax payment or PRO membership
If you sell on Amazon, eBay, or other marketplaces and ship products to Latvia, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
