Waste Regulations (S.L. 549.63)
Malta EPR — Waste Regulations (S.L. 549.63). The regulatory authority is Environment & Resources Authority (ERA), operating through the GreenPak / BEST system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Malta market must register with a PRO and fulfill EPR obligations. Non-Malta sellers must appoint an Authorized Representative.
Malta has approved compliance schemes for packaging managed by the Environment and Resources Authority (ERA). GreenPak is the dominant scheme. Producers placing packaged products on the Maltese market must register with ERA and join an approved scheme:
Registration: ERA (Environment and Resources Authority) — era.org.mt
Reporting & Deadlines: Annual. Packaging data must be reported by material type and weight. Reports are submitted through ERA Register.
Maximum Fine: €25,000. Non-compliance with Malta EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
PRO membership required — very small market
If you sell on Amazon, eBay, or other marketplaces and ship products to Malta, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
ekoniq handles your complete EPR registration and compliance. We take care of registration, reporting, and ongoing obligations so you can focus on selling.
