Netherlands EPR — Besluit verpakkingen. The regulatory authority is Afvalfonds Verpakkingen, operating through the Afvalfonds system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Netherlands market must register with a PRO and fulfill EPR obligations. Non-Netherlands sellers must appoint an Authorized Representative.
The Netherlands operates a mandatory Packaging Waste Fund (Afvalfonds Verpakkingen). This is not a traditional PRO but a mandatory industry fund — all companies placing packaged products on the Dutch market must register and pay waste management contributions directly to Afvalfonds:

Reporting & Deadlines: Annual by March 1. Packaging data must be reported by material type and weight. Reports are submitted through Afvalfonds Portal.
Maximum Fine: €450,000. Non-compliance with Netherlands EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
Registration with Afvalfonds for all packaging placed on NL market
If you sell on Amazon, eBay, or other marketplaces and ship products to Netherlands, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
