Norway EPR — Emballasjeforskriften. The regulatory authority is Norwegian Environment Agency, operating through the Grønt Punkt Norge system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Norway market must register with a PRO and fulfill EPR obligations. Non-Norway sellers must appoint an Authorized Representative.
Norway's packaging EPR is dominated by Grønt Punkt Norge (Green Dot Norway), which is the main compliance scheme. Producers importing or manufacturing packaged goods for the Norwegian market must register and contract with a return scheme. Infinitum operates the deposit return system for beverage containers:

Reporting & Deadlines: Annual by April 1. Packaging data must be reported by material type and weight. Reports are submitted through Grønt Punkt Portal.
Maximum Fine: NOK 1,000,000 (~€90,000). Non-compliance with Norway EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.

If you sell on Amazon, eBay, or other marketplaces and ship products to Norway, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
