Romania EPR — Law 249/2015 on Packaging. The regulatory authority is Ministry of the Environment, operating through the OIREP system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Romania market must register with a PRO and fulfill EPR obligations. Non-Romania sellers must appoint an Authorized Representative.
Romania has a competitive market for packaging compliance organizations. Producers must register with the National Environmental Guard and contract with a licensed PRO (OIREP — Organizație care Implementează Responsabilitatea Extinsă a Producătorului). Major PROs include:
Registration: National Environmental Guard — SIM (Sistemul Informatic de Mediu)
Reporting & Deadlines: Monthly by 25th of following month. Packaging data must be reported by material type and weight. Reports are submitted through OIREP Register.
Maximum Fine: RON 100,000 (~€20,000). Non-compliance with Romania EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
EPR registration required — competitive PRO market
If you sell on Amazon, eBay, or other marketplaces and ship products to Romania, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
