Sweden EPR — Förordning om producentansvar för förpackningar (2022:1274). The regulatory authority is Naturvårdsverket, operating through the FTI / TMR system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Sweden market must register with a PRO and fulfill EPR obligations. Non-Sweden sellers must appoint an Authorized Representative.
Sweden reformed its packaging EPR system in 2024 — municipalities now handle collection while producers retain financial responsibility. Producers must register with Naturvårdsverket (Swedish EPA) and contract with an approved PRO. FTI (Förpackningsinsamlingen) remains the dominant scheme:

Reporting & Deadlines: Annual by March 31. Packaging data must be reported by material type and weight. Reports are submitted through Naturvårdsverket Register.
Maximum Fine: SEK 10,000,000 (~€900,000). Non-compliance with Sweden EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
Swedish PRO contract required for all packaging placed on market
If you sell on Amazon, eBay, or other marketplaces and ship products to Sweden, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
