Czech Republic EPR — Act No. 542/2020 Coll. on Products with End-of-Life Management. The regulatory authority is Ministry of the Environment, operating through the EKO-KOM system.

Who Must Register

All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Czech Republic market must register with a PRO and fulfill EPR obligations. Non-Czech Republic sellers must appoint an Authorized Representative.

Authorized Packaging Scheme

EKO-KOM is the sole authorized packaging compliance scheme (AOS — Autorizovaná obalová společnost) in the Czech Republic. All companies placing packaging on the Czech market must contract with EKO-KOM. There are no competing PROs:

  • EKO-KOM — Sole authorized packaging compliance scheme (AOS)

Registration: ekokom.cz — Client zone portal

Reporting & Deadlines

Reporting & Deadlines: Quarterly (by 25th of following month). Packaging data must be reported by material type and weight. Reports are submitted through EKO-KOM Portal.

Penalties for Non-Compliance

Maximum Fine: CZK 10,000,000 (~€400,000). Non-compliance with Czech Republic EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.

What Marketplace Sellers Need to Know

EKO-KOM client number required — AR for non-CZ sellers

If you sell on Amazon, eBay, or other marketplaces and ship products to Czech Republic, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.

Step-by-Step Registration Guide

Follow these steps to register for EPR packaging compliance in the Czech Republic. As a Czech company, ekoniq can handle this entire process on your behalf.

1

Register with EKO-KOM

Create an account at ekokom.cz and submit your company details. You will need your company registration, Czech tax ID or EU VAT number, and details about your packaging activities on the Czech market.

2

Sign packaging take-back contract

Sign the contract with EKO-KOM for packaging take-back services. This establishes your legal obligation to report packaging volumes and pay the corresponding fees based on material type and weight.

3

Report packaging volumes quarterly

Submit quarterly reports through the EKO-KOM client portal by the 25th of the month following each quarter. Reports must include packaging volumes broken down by material type (paper, plastic, glass, metal, wood) and weight.

4

Upload registration to Amazon

Upload your EKO-KOM client number and registration confirmation to your Amazon Seller Central account. Navigate to Settings → Account Info → EPR Compliance to enter your Czech Republic packaging registration details.

5

File annual summary by February 15

File your annual packaging summary report by February 15 each year, consolidating your quarterly data for the previous calendar year. This is a mandatory obligation under Zákon o obalech č. 477/2001 Sb.

PPWR 2026 — What Changes for Czech Sellers

The EU Packaging and Packaging Waste Regulation (PPWR) will introduce harmonized rules across all EU member states, including the Czech Republic. As a Czech company, ekoniq is closely monitoring these changes and preparing compliance strategies for our clients.

  • Stricter recyclability requirements — all packaging must be recyclable by design
  • Mandatory recycled content targets for plastic packaging
  • New harmonized labeling obligations replacing national symbols
  • Packaging minimization rules — limits on empty space and unnecessary layers
  • Extended producer responsibility fees may be adjusted to reflect new PPWR criteria

The existing EKO-KOM system will need to adapt to PPWR requirements. Czech sellers should prepare now — ekoniq will guide you through both current obligations and upcoming changes.

PPWR Compliance for Exporters to the EU

If your company manufactures products outside the EU and exports them to the European market, PPWR requires you to prove that your packaging meets EU sustainability standards — before your goods cross the border. ekoniq prepares the complete PPWR compliance package so you can export with confidence.

Common Mistakes to Avoid

These are the most frequent compliance mistakes we see sellers make in the Czech Republic market.

Thinking EKO-KOM is a government body

EKO-KOM is a private nonprofit organization (authorized packaging company — AOS), not a government agency. The regulatory authority is the Ministry of Environment (MŽP) with oversight from CENIA. Confusing the two can lead to misunderstanding your legal obligations.

Not reporting service and transport packaging

Many sellers only report their primary sales packaging but forget about service packaging (e.g., carrier bags, wrapping materials) and transport packaging (e.g., pallets, stretch film). All packaging types placed on the Czech market must be reported to EKO-KOM.

Missing quarterly reporting deadlines

EKO-KOM requires quarterly reporting by the 25th of the month following each quarter. Late or missing reports can lead to contract penalties and potential issues with your marketplace compliance status. Set calendar reminders for January 25, April 25, July 25, and October 25.

Confusing packaging law with waste law

The Czech Republic has separate legislation for packaging (Zákon o obalech č. 477/2001 Sb.) and waste (Act No. 541/2020 Coll.). Sellers must comply with the packaging-specific obligations — registering with EKO-KOM fulfills your packaging EPR duties, but does not cover general waste obligations.

Not appointing an Authorized Representative

Non-Czech sellers who place packaged goods on the Czech market (including through Amazon FBA) must appoint an Authorized Representative established in the Czech Republic. Without an AR, you cannot legally fulfill your EPR obligations. ekoniq, as a Czech company, serves as AR for international sellers.

Frequently Asked Questions

Is EKO-KOM the only option for packaging compliance in Czech Republic?

Yes. EKO-KOM is the sole authorized packaging compliance scheme (AOS — Autorizovaná obalová společnost) in the Czech Republic, holding approximately 95% market share. There are no competing PROs. All companies placing packaging on the Czech market must contract with EKO-KOM.

How much does Czech Republic EPR registration cost?

EPR compliance costs depend on your packaging volumes, material types, and whether you need an Authorized Representative. EKO-KOM fees are calculated based on the weight and type of packaging materials you place on the market. Contact ekoniq for a personalized quote based on your specific situation.

What documents do I need for EKO-KOM registration?

You will need your company registration documents, Czech tax identification number or EU VAT number, details about your packaging activities (types, materials, estimated volumes), and for non-Czech companies, documentation appointing an Authorized Representative.

Can I handle Czech EPR myself as a foreign seller?

Foreign sellers legally require an Authorized Representative (AR) based in the Czech Republic to register with EKO-KOM on their behalf. You cannot register directly without a Czech presence. ekoniq acts as your AR, handling the complete registration and ongoing quarterly reporting.

What happens if I miss the February 15 annual deadline?

Missing the annual summary deadline can trigger contractual penalties from EKO-KOM and may result in regulatory action from the Ministry of Environment. It can also affect your marketplace compliance status, potentially leading to listing deactivation on Amazon or other platforms.

Does Amazon FBA in Czech Republic require EPR registration?

Yes. If you use Amazon FBA and your products are stored in or shipped to Czech Republic, you must register with EKO-KOM for packaging compliance. Amazon requires your EKO-KOM client number as proof of compliance and may deactivate your listings without it.

How long does Czech EPR registration take?

Registration with EKO-KOM typically takes a few business days once all required documents are submitted. When ekoniq handles your registration as your local Czech partner, we can often expedite the process. The timeline depends on the completeness of your documentation and whether an Authorized Representative needs to be appointed first.
