Key Legislation

Code de l'Environnement / Loi AGEC

France EPR — Code de l'Environnement / Loi AGEC. The regulatory authority is ADEME, operating through the Citeo system.

Who Must Register

All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the France market must register with a PRO and fulfill EPR obligations. Non-France sellers must appoint an Authorized Representative.

Approved Éco-organisme

Citeo is the sole approved éco-organisme for household packaging in France (formed from the merger of Eco-Emballages, Ecofolio, and Adelphe). All producers placing packaged products on the French market must register with SYDEREP and contract with Citeo:

  • Citeo — Household packaging & paper

Registration: syderep.ademe.fr — Unique Identifier Number (UIN) required

Reporting & Deadlines

Reporting & Deadlines: Annual by March 31. Packaging data must be reported by material type and weight. Reports are submitted through SYDEREP.

Penalties for Non-Compliance

Maximum Fine: €100,000. Non-compliance with France EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.

What Marketplace Sellers Need to Know

French UIN (Unique Identification Number) required by Amazon

If you sell on Amazon, eBay, or other marketplaces and ship products to France, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.

Step-by-Step: How to Register for EPR in France

Follow these steps to become fully compliant with French packaging EPR regulations. ekoniq can handle all of these steps on your behalf.

1

Register in SYDEREP at ADEME

SYDEREP is the French national EPR register managed by ADEME (the Agency for Ecological Transition). Create an account at syderep.ademe.fr and register for each EPR category applicable to your products — packaging, WEEE, batteries, furniture, textiles, etc.

2

Contract with an éco-organisme (Citeo for packaging)

Sign a contract with the approved éco-organisme for each applicable category. For household packaging, Citeo is the sole approved operator. Other categories have their own éco-organismes (e.g., ecosystem for WEEE, Corepile/Screlec for batteries, Eco-mobilier for furniture). Fees depend on your volumes and material types.

3

Obtain your UIN (Unique Identification Number)

After completing your SYDEREP registration and contracting with an éco-organisme, you receive a UIN for each registered EPR category. This number is your proof of compliance and is required by Amazon and other marketplaces.

4

Upload UIN to Amazon Seller Central

Enter your French UIN in the EPR compliance section of Amazon Seller Central. France requires UINs for all applicable EPR categories — packaging, WEEE, batteries, etc. Missing any required UIN can lead to listing deactivation.

5

File annual declarations by March 31

Submit your annual packaging declaration through SYDEREP by March 31 each year. Report all packaging placed on the French market, broken down by material type and weight. Ensure the Triman logo is displayed on all applicable packaging.

PPWR 2026: What Changes for France

The EU Packaging and Packaging Waste Regulation (PPWR)

France already has one of the most comprehensive EPR frameworks in the EU, driven by the Loi AGEC (Anti-Waste for a Circular Economy Law, 2020). The PPWR will add EU-wide harmonized requirements on top of France's existing rules. Key impacts for sellers on the French market:

  • Standardized EU-wide labeling — may replace or supplement the French Triman logo system
  • Mandatory recyclability requirements for all packaging by 2030
  • Minimum recycled content targets for plastic packaging
  • Packaging minimization rules and restrictions on certain single-use formats
  • France's Loi AGEC provisions will continue to apply alongside PPWR

PPWR Compliance for Exporters to the EU

If your company manufactures products outside the EU and exports them to the European market, PPWR requires you to prove that your packaging meets EU sustainability standards — before your goods cross the border. ekoniq prepares the complete PPWR compliance package so you can export with confidence.

What we deliver (15–18 documents):

✓ Full Technical Documentation (Annex VII, Module A)

✓ EU Declaration of Conformity (Annex VIII)

✓ Recyclability assessment of all packaging

✓ Substance restriction verification (PFAS, heavy metals)

✓ Recycled content declaration

✓ Labeling guidance (material codes, sorting pictograms, QR)

✓ Accredited lab testing coordination (SGS, Intertek, Bureau Veritas)

Common EPR Mistakes in France

Avoid these common pitfalls that can lead to fines up to €100,000 or marketplace listing deactivation.

Missing the Triman logo on packaging

The Triman logo is mandatory on all packaging and products sold in France that are subject to sorting instructions. Many sellers overlook this requirement. The logo must be printed on the packaging or product itself — a digital-only display is not sufficient.

Not registering for all applicable EPR categories

France has multiple EPR categories: packaging, WEEE, batteries, furniture (DEA), textiles, and more. Many sellers register only for packaging but miss other categories. If you sell electronics, your products contain batteries, or you sell furniture — you need separate registrations for each.

Confusing éco-contribution payments with EPR registration

Some sellers believe that paying the éco-contribution fee to Citeo is sufficient for compliance. However, you must also be formally registered in SYDEREP and hold a valid UIN. The éco-contribution is the financial obligation, but SYDEREP registration is the legal obligation — both are required.

Not appointing an Authorized Representative (for non-French sellers)

Non-French sellers must appoint a mandataire (Authorized Representative) established in France to handle EPR obligations. Without an AR, you cannot legally register in SYDEREP or obtain a UIN. ekoniq can act as your Authorized Representative in France.

Frequently Asked Questions — France EPR

What is the Triman logo and is it required?

The Triman logo is a mandatory French recycling symbol that must appear on all packaging and products subject to sorting instructions. It indicates that the item is recyclable and should be sorted by the consumer. The logo must be printed directly on the packaging or product — failure to display it can result in fines.

What EPR categories exist in France besides packaging?

France has one of the broadest EPR systems in the EU. Categories include: packaging (Citeo), WEEE/electrical equipment (ecosystem, Ecologic), batteries (Corepile, Screlec), furniture — DEA (Eco-mobilier, Valdelia), textiles (Refashion), tires (Aliapur), paper/graphic products, toys, sports equipment, DIY/garden products, and more. Each category requires a separate SYDEREP registration and contract with the corresponding éco-organisme.

What is SYDEREP and how do I register?

SYDEREP is France's national register for Extended Producer Responsibility, managed by ADEME. All producers must register at syderep.ademe.fr to obtain a UIN (Unique Identification Number) for each applicable EPR category. Registration is done online and requires company details, product categories, and information about your éco-organisme contracts.

Do I need an Authorized Representative for France EPR?

Yes, if you are a non-French seller (e.g., selling via Amazon FBA from outside France), you must appoint a mandataire (Authorized Representative) established in France. The AR handles your SYDEREP registration, éco-organisme contracts, and reporting obligations on your behalf. ekoniq can act as your Authorized Representative in France.

What is the Loi AGEC and how does it affect sellers?

The Loi AGEC (Anti-Waste for a Circular Economy Law), enacted in 2020, is a comprehensive French environmental law that strengthens EPR obligations, introduces new product categories under EPR, progressively bans single-use plastics, and requires enhanced environmental labeling. It applies to all producers and sellers on the French market, making France one of the strictest EPR markets in the EU.

Can Amazon deactivate my listings for missing France EPR?

Yes. Amazon requires a valid French UIN (Unique Identification Number) for each applicable EPR category and actively verifies compliance. France is one of the most actively enforced EPR markets — sellers without valid UINs risk immediate listing deactivation. Amazon requires UINs for packaging, WEEE, and batteries at minimum.

What is the reporting deadline for France EPR?

The annual packaging declaration must be submitted through SYDEREP by March 31 each year for the previous calendar year. Reports must include all packaging placed on the French market, broken down by material type and weight. Late submissions can result in penalties and compliance issues with your éco-organisme.
