Lithuania EPR — Law on Packaging and Packaging Waste Management. The regulatory authority is Environmental Protection Agency, operating through the PRO organizations system.
All producers, importers, online sellers, and fulfillment service providers placing packaged goods on the Lithuania market must register with a PRO and fulfill EPR obligations. Non-Lithuania sellers must appoint an Authorized Representative.
Lithuania has a competitive market for packaging PROs. Producers must register in the GPAIS system (Gaminių, Pakuočių ir Atliekų Informacinė Sistema — Products, Packaging and Waste Information System) and contract with a licensed PRO:
Registration: GPAIS (gamta.lt/gpais)
Reporting & Deadlines: Annual by January 31. Packaging data must be reported by material type and weight. Reports are submitted through GPAIS Register.
Maximum Fine: €58,000. Non-compliance with Lithuania EPR regulations can result in fines, marketplace listing deactivation, and legal consequences. Amazon and other marketplaces may independently verify compliance and suspend non-compliant sellers.
GPAIS registration and PRO membership required for all importers
If you sell on Amazon, eBay, or other marketplaces and ship products to Lithuania, you are responsible for EPR compliance in this market. The "pay on behalf" model is ending — marketplaces will no longer handle this for you. Register now to avoid listing deactivation.
