What is PPWR?
The Packaging and Packaging Waste Regulation (PPWR) replaces the previous EU Packaging Directive with a directly applicable regulation. This means uniform rules across all 27 EU member states — no national variations, no room for interpretation.
For manufacturers, distributors, and B2B companies, PPWR introduces entirely new obligations: mandatory recyclability of all packaging, minimum recycled content in plastics, reuse targets for transport and group packaging, new labeling requirements, and the Digital Product Passport.

Key PPWR Deadlines
August 12, 2026 — PPWR enters into application. PFAS restrictions in food-contact packaging, heavy metal limits (100 mg/kg), and reusable packaging system requirements take effect immediately.
All packaging must be recyclable. First reuse targets for transport and sales packaging. Minimum 10% recycled content in contact-sensitive plastic packaging.
Higher reuse targets across all packaging categories. Stricter recycled content requirements (25% for contact-sensitive, 65% for non-contact). All packaging must be recyclable at scale.
Maximum reuse targets apply. 50% recycled content in contact-sensitive plastic, 65% in all other plastic packaging. Full DPP integration required.
